National Changhua Social Education Hall Lifetime Study Passport Promotion Project
I. Objectives: To cultivate lifetime study custom of our nationals, recognize the study achievement of the whole people, encourage the participation of private sector, increase study opportunities of the public, and step into a study society.
II. Basis: It is planned and handled according to "Step into a Study Society" White Paper promulgated by the Ministry of Education dated March 18, 1998.
III. Scope covered by the project: Five central cities/counties (Taichung City, Taichung County, Nantou County, Changhua County, and Yunlin County) in the counseling zone of National Changhua Social Education Hall.
IV. Implementation strategies: 1. Issue study passports and stamps (1) Recipient qualifications, issuer, and issuance ■Recipient qualifications: a. Volunteer workers who have reached 18 years of age of each social education station of National Changhua Social Education Hall, and county/city liaison of each social association. b. Social youths who have reached 18 years of age and received Identification Cards of Republic of China and are residing in any of the five central cities/counties. c. Social youths who have reached 18 years of age and received Identification Cards of Republic of China and are residing in any place in Taiwan outside of the five central cities/counties, and have applied for the participation in the study activities promoted according to this project. ■ Issuer: Altogether printed and issued by National Changhua Social Education Hall. ■ Issuing agency for the study passports: a. National Changhua Social Education Hall, address: No. 3, Pakuoshan Rd., Changhua City, Tel: 04-722 2729 b. Each social education station of National Changhua Social Education Hall. c. Each city/county liaison of social association of National Changhua Social Education Hall. d. Co-sponsors of various study activities with the social education hall or its subsidies under separately approved project. (2) Application and use of study passports ■ Application procedures: a. One who desires to apply for receipt of the passport should fill in two copies of the application form (as schedule 1) depending on his/her qualification, attach one half-length portrait photo in 1 inch size and the handling cost, and submit them to each social education station of National Changhua Social Education Hall or the city/county liaison of each social association. b. The agency receiving the application should check the identification card of and recipient qualification of the application, fill the personal information in the passport, paste the personal photo on the passport, and then issue the lifetime study passport. c. Each handling agency should periodically mail one copy of the application forms of the applicants together with one summarized list (as schedule 2) to the social education hall for file-keeping and reference. ■ Use: a. Lifetime study passport is exclusively for use of the applicant. b. After the passport holder has participated in the approved life study activity, the handling agency will write down the hours and affix with study stamp on the inside page of the passport (as schedule 3). (3) Issuance of study stamp The stamp for the lifetime study passport will be altogether produced by National Changhua Social Education Hall and will be distributed to each handling agency for use. 2. The handling of activities for the lifetime study passport, and the approval of the activity hours. (1) Definition of the activities for the lifetime study passport. ■ Study activities sponsored and handled by National Changhua Social Education Hall. ■ Study activities sponsored and handled by social stations of National Changhua Social Education Hall or city/county liaison of social associations. ■ Study activities co-sponsored by other agency with National Changhua Social Education Hall or city/county liaison of social associations. ■ Other study activities directed by National Changhua Social Education Hall. (2) Approval of activities for lifetime study passport ■ Each handling agency should mail the implementation project (procedures and contents of the activity should be included) to National Changhua Social Education Hall for examination before (at lest ten days) the activity. ■ National Changhua Social Education Hall should register items of the activities, examine the procedures and contents of the activities, and approve the maximum study hours. ■ Guideline for approval of activity hours for the lifetime study passport. a. For indoor study and seminar, it will be approved according to actual hours. b. For outdoor study and learning activities (guide and instructors should be employed), it will be approved according to actual hours. c. For outdoor activities, visit and general countryside activities and group recreation activities, it will be approved according to the study program schedule. d. All study activities should include ten percent of social education course; otherwise, the activity hours will be approved at half discount. 3. Registration Procedures of the activities for individual lifetime study passport (1) Registration agency of the activities for lifetime study passport ■ Each handling section of National Changhua Social Education Hall. ■ Each social education station of National Changhua Social Education Hall. ■ Each city/county liaison of private social association of National Changhua Social Education Hall. ■ Co-sponsors of study activities with the social education hall or its subsidies under separately approved project (within the implementation period of that project). (2) Registration manners of the activities for the lifetime study passport. ■ Before the activity, collect the study passports of participants, and check to see whether they are the holders. ■ After the activity, write down the place and name of the study, sponsor/handling agency, and the period of the study. ■ Affix with lifetime study stamp (or the study slip for applying for certification of study hours). ■ Check and count the participating hours of the participants, writes down the hours on the inside page, and then return the passports to the holders. 4. Certification of individual achievements of lifetime study. (1) Certifying agency of the study achievements. ■ Certification will be handled by the social education hall. (2) Operation procedures for the certification of individual achievements of lifetime study. ■ The applicant submits an application form (as schedule 4) to each issuing agency according to rules of certification. ■ The agency receiving the application should complete the initial examinations, and summarized and mail them to the social education hall for review. ■ The social education hall will review items of relative information. ■ The passport holders who have passed the review will be awarded certificates (its rules will be separately established). (3) Guidelines for certification of study achievements. ■ No certification will be granted to individuals applying for certification who have not applied for registration of passport. ■ No certification will be granted to the study activities applied for certification which have not approved and registered by the social education hall. ■ No certification will be granted to study hours applied for certification which exceed the approved hours. 5. Establishment of phase-based incentive measures. (1) Annual periodic study achievement incentives ■ Incentive handling agencies: a. National Changhua Social Education Hall. b. Each social education station of National Changhua Social Education Hall. c. Each city/county liaison of social association of National Changhua Social Education Hall. (2) Application procedures for incentives of periodic study achievements. ■ To be handle in coordination with the annual incentive operations of public praise for personnel who have contributed to the promotion of social education. ■ Each station and liaison receives the application for incentives from individuals and completes the initial examination operation. ■ The initial examination data and the lifetime study passports of applicants are summarized and mailed to the social education hall for review. ■ The social education hall reviews the study items and hours according to those approved in the records. ■ The passport holders who have passed the examination will be granted incentives at the time for public praise of personnel who have contributed to social education. (3) Irregular incentives. To encourage the lifetime study passport recipients to "study at any time and any place", each station, liaison of the social education hall may grant the lifetime study passport holders preferred measures or incentives at the time when it handle various activities. Its rules will be directly established by each handling agency according to the requirements.
V. Implementation period: January 2000 to December 2002 is the trial period. It shall be formally implemented from January 2003.
VI. Expected effects: 1. To lead community civil to actively and aggressively participate in various study activities. 2. To understand various study needs at every place, and provide effect evaluation for reference of politic planning. 3. To integrate and promote common social education study activities of "Area Life Circle" based on this project.
